Comments on the MD PTA Emergency Proclamation:

Maryland PTA Bylaws prohibit voting by proxy, mail (including by electronic transmission) or absentee ballots, which makes it impossible to vote on PTSA business unless we hold a meeting outdoors as we did in August. According to Robert's Rules of Order Newly Revised, the bylaws cannot be suspended unless there is a clause that provides for suspension under certain conditions. Currently, there are no suspension clauses in the bylaws.  Consequently, the bylaws cannot be changed without notice to the members and the approval of two-thirds of the members voting.
